Relating to amending the Texas Insurance Code; defining "in-force insurance" and "credit guaranty insurance"; providing a manner of computation of the unearned premium reserve on credit guaranty insurance; providing that the cash basis method shall be used in determining the loss reserves and defining what these reserves shall be; providing for a contingency reserve and the manner of computation thereof.
