Relating to promoting economy in government; making the father of an illegitimate child responsible for his support and education within certain limits; authorizing suits to establish paternity in order that the burden of child support be placed on the parent rather than the State and establishing the necessary procedure therefor; providing for blood tests; giving the mother the right to custody, services and earnings of an illegitimate unmarried minor; providing a penalty for false accusation; providing an effective date.
