Relating to amending the Workmen's Compensation Law providing an election for the claimant to bring his claim for workmen's compensation insurance directly in court, and to allow an appeal to a court from proceedings of the Industrial Accident Board at any stage thereof by giving written notice to said Board, vesting in the courts all powers granted to the Industrial Accident Board.
