Relating to providing that before any restraining order or injunction shall issue to restrain the collection of certain special taxes, fees and penalties, the applicant therefor shall pay into the suspense account of the Treasurer all taxes, fees and penalties then due and thereafter becoming due during the pendency of said injunction; defining certain words, terms, and phrases.
