Relating to creating and establishing a hospital commission, to be composed of five members, for the purpose of allocating and disbursing funds which may be appropriated for the care, treatment and hospitalization of indigent sick poor persons in the State of Texas, who are unable, by reason of their poverty, to provide themselves with such care, treatment and hospitalization, to regulate the operation of hospitals which shall receive any support from State appropriations.
