Relating to validating all proceedings and acts of governing bodies of cities containing a population of not more than eleven thousand (11,000) nor less than ten thousand, five hundred (10,500) according to the last preceding Federal Census, in connection with the issuance of funding warrants and funding bonds heretofore authorized or attempted to be authorized under the provisions of certain statute.
