Relating to relinquishing, quit claim and grant unto all incorporated cities and towns within the State of Texas beds and channels of all rivers, streams and other channels that are now or that may hereafter be within the present or future corporate limits of such incorporated cities and towns so far as such river beds, streams and other channels may be owned or claimed as the property of said State.
