Relating to reorganizing the Fourteenth Judicial District of the State of Texas, and to reorganize the Fortieth Judicial Districts of the State of Texas, and to provide that Rockwall county shall be taken from the Fortieth Judicial District of the State of Texas and transferred to the Fourteenth Judicial District of the State of Texas.
