Relating to rendering more effective and efficient the present road law of the State of Texas in its application and operation in the county of Refugio, and providing that the commissioner of each precinct in said Refugio County shall be road commissioner of his respective precinct, and providing that each commissioner shall receive compensation as road commissioner, for services actually performed as road commissioner, in such sum as may be fixed by the commissioners' court of Refugio County, not to exceed ninety dollars per quarter.
