Remarks: This Act takes effect September 1, 2019, except Section 16 takes effect immediately. Section 11 takes effect only if the comptroller determines that Sections 14 and 69, HB 7, 85R, took effect as provided by HB 7, and Section 12 takes effect only if the comptroller determines that Sections 14 and 69, HB 7, 85R, did not take effect as provided by HB 7.
