Relating to the power and authority of certain cities and towns incorporated and operating under the general laws of this state to annex territory lying adjacent to said cities and towns and within the extraterritorial jurisdiction thereof; establishing annexation procedures and requirements; requiring the adoption of service plans and the provision of services to territory annexed pursuant to this Act; and declaring an emergency.
