Relating to the rights, duties, privileges, and powers of parties and attorneys in suites affecting parent-child relationships and to transfer of proceedings in such suits and the powers and duties of the transferring court and the suits and the powers and duties of the transferring court and the transferee court; authorizing a court to make certain temporary orders for the safety and welfare of the child; providing for attonrney's fees to be taxed as costs; requiring approval by a court for dismissal or nonsuit.
