Relating to registered nurses and the practice of professional nursing; defining terms; providing for the regulation of registered nurses and the practice of professional nursing; establishing the Texas Board of Professional Nursing and providing for its composition, funding, organization, operation, powers, duties, and responsibilities in carrying out the provisions of the Professional Nursing Practice Act; providing for professional nursing standards of education, competence and ethical conduct necessary to assure the public health, safety, and welfare; providing for licensing and continuing professional nursing education; prohibiting certain acts and conduct; providing for specific terms of professional identification for professional nurses; making special provisions for professional nurses licensed on the effective date of this Act; making certain exceptions to application of the Act; revising all the laws pertaining to the licensing regulation of professional nurses and professional nursing; providing severability; providing certain penalties and enforcement procedures; providing a repealing clause; and declaring an emergency.
