Providing that boards of trustees consult with representatives of teachers and groups of auxiliary personnel employed in a school district under certain conditions; providing certain procedures to be followed in consultations between boards of trustees and representatives of teachers and groups of auxiliary personnel; providing for the selection of representatives of teachers and auxiliary personnel groups in consultations; providing the representatives selected by the teachers and auxiliary personnel groups with exclusive representation rights in certain instances; providing means for representation in consultation for boards of trustees, teachers and groups of auxiliary personnel; providing authorizations between boards of trustees and representatives of teachers and groups of auxiliary personnel; providing certain persons with the right to be heard by boards of trustees; providing that the boards of trustees establish methods for effective communication with administrators; providing that this Act in no way diminish the powers of principals or superintendents.
