Memorializing the Congress of the United States to provide financial aid to school districts along the border with Mexico where a large proportion of non-citizen students are enrolled in the school systems as compensation for the increased costs of educating these alien children; providing that copies of this resolution be prepared and forwarded to the President of the United States, to the President of the Senate and the Speaker of the House of Representatives of the United States Congress, and to all members of the Texas delegation to the congress with the request that this resolution be entered officially in the Congressional Record as a memorial to the Congress of the United States.
