Relating to the licensure, regulation, and security of bail bondsmen; to expand the application of the Act to counties with a population of more than 50,000, by excluding counties having a population of less than 50,000 according to the last preceding federal census; to authorize insurance companies approved by the State Board of Insurance to write surety bonds for traffic law violations and exempting insurance companies, as approved, from the provisions of this Act; to provide authority for sherriffs to require title insurance policies or a title opinion covering real property utilized by bondsmen as their bail security; to provide for judgements of remittance; to provide that the affidavit executed for surrender of the principal by the bail bondsmen must be one based on probable cause; to provide that the affidavit executed for surrender of the principal by the bail bondsmen must be one based on probable cause; to provide that no person can execute a bail bond without a license as authorized under this Act; to prohibit any bondsman's or sheriff's servant, agent or employee from recommending any attorney; to provide for misdemeanor penalties for violations of this Act and making penalty provisions cumulative with other laws.
