Amending Section 3(f), 3(j), and 14, Chapter 276, Acts of the 45th Legislature, Regular Session, 1937, as amended (Article 8280-119, Vernon's Texas Civil Statutes), to require charges for waste treatment services to be proportionate to the cost of providing such services; to require competitive bidding on certain contracts requiring an estimated expenditure of $5,000 or more, or for a term of two years or more except in emergency situations; authorizing the Manager to execute certain contracts.
