Relating to the structure and administration of the executive branch of the state government; creating the Joint Advisory Committee on Government Operations; providing for its membership, office terms, organiziation, compensation, expenses, powers, and duties and making provisions relative thereto; providing that duties of committee members who are public officials or employees are to be considered as duties in addition to those of their office or employment; providing for cooperation by other state agencies and departments; providing for the primary term of the life of the committee; requiring certain reports to the legislature; providing for appropriations by the legislature and for the use of private funds.
