Amending Chapter 13 of Vernon's Texas Civil Statutes by adding thereto Article 1169a authorizing the governing bodies of any Home Rule City to cause to be prepared a proposed new charter for such city and to submit the same to the qualified electors of such city for adoption or rejection.
