Relating to authorizing the Commissioners' Court of any county in this state which is a member of a regional planning whose planning area encompasses at least one county which has a certain population to promulgate and enforce regulations governing the environmental management and development of the unincorporated area of the county by promulgating subdivision regulations prescribing sizes, arrangements of lots, blocks and streets, specifications for improvements, dedication of rights of way and easements, scope and extent of performance and maintenance bonds, procedures for recordation, methods for participating in restrictive covenants and enforcement.
