Relating to validating all proceedings including all revenue bonds and provisions for security and payment thereof, the terms and conditions of sale thereof, contracts, agreements, leases, operating agreements, options and other agreements, taken, had, made, entered into or executed by the governing bodies of all cities and towns, including home rule cities, in the State, in connection with the establishment, acquisition, purchase, construction, improvement, operation, maintenance, financing and use of certain public improvements.
