Relating to requiring proof of date of birth and thumbprints or index fingerprints on an original application for an operator's, commercial operator's, or chauffeur's license; providing for a color photograph on licenses; providing for correction of licenses when there is a change of pertinent information; providing for expiration of all licenses on the anniversary of the birth date of the applicant.
