Relating to the assessment and collection of taxes for any independent school district having two hundred thousand (200,000) or more scholastics according to the preceding official scholastic census and wherein there is situated all or part of a city having a population of nine hundred thousand (900,000) or more inhabitants according to the last Federal Census.
