Relating to making supplemental appropriations to the Animal Health Commission, the Board of Control, State Department of Health, the Texas Water Commission and the Texas Commission on Higher Education; authorizing the Texas Board of Corrections to convey certain state-owned land, to use proceeds from the conveyance to purchase other land to be used for correction purposes and making an appropriation.
