Relating to authorizing certain cities to establish, acquire, purchase, construct, improve, enlarge, equip, repair, operate and maintain certain public improvements for public gatherings or public use, and buildings, structures, parking areas or other improvements or facilities deemed by such city to be necessary, desirable or convenient in connection with the use, occupancy or operation of such public improvements.
