Relating to the authority and responsibility of commissioners courts of counties, which compensate precinct and county officials and employees on a salary basis, to fix the compensation and allowances for precinct and county officials and employees and the supplemental compensation and allowances for district officials and employees paid from county funds; providing an effective date.
