Relating to amending the Texas Insurance Code relative to the regulation of rates for all forms of casualty insurance, including motor vehicle insurance, fidelity, surety and guaranty bonds and for all forms of fire, marine and inland marine insurance except as herein provided, and to rating organizations and repealing Articles; providing an effective date.
