Relating to amending a certain Statute relating to the conditions upon which State banks may make loans upon security of real estate or invest funds in obligations secured by real estate, so as to liberalize the limitation of percentage of appraised value of "residential real estate" which may be included in the total "net balance" owing upon the indebtedness secured by such lien.
