Relating to providing for the issuance of certificates of title on boat motors and prohibiting sale of boat motors in this State after the first sale except through use of the certificates of title issued thereof; placing the administration of the Act in the Texas Highway Department; prescribing offenses; and fixing the effective date of this Act.
