Proposing an amendment levying a 3% Sales Tax for the creation of a fund to be known as the Texas Education and Public Welfare Fund to be used and dispersed in the manner herein set forth, fixing and determining the rate of such tax and the method of its collection and its dispersement, and making an appropriation to pay the necessary expenses for advertising and submitting this amendment.
