Proposing an amendment abolishing the annual State ad valorem tax of Two Cents ($0.02) on the One Hundred Dollars ($100) valuation now levied for payment of Confederate and Texas Ranger pensions and for maintenance of the State Building Fund, and to substitute a tax of One Cent ($0.01) on the One Hundred Dollars ($100) valuation, to be levied in such years as necessary, to pay Confederate and Texas Ranger pensions until the death of the last surviving recipient.
