Relating to amending the Texas Motor Vehicle Safety-Responsibility Act, relating to suspension of licenses, registrations, and non-resident privileges following an accident involving a motor vehicle, so as to permit an operator or owner of a motor vehicle involved in the accident to elect to have the suspension determined in a court proceeding.
