Relating to amending Eminent Domain Statutes, setting forth requisites of the statement in condemnation; authorizing filing of condemnation proceedings with Judges of County Courts at Law, County Judges, and District Judges under the circumstances provided herein; permitting the State of Texas to acquire title to real estate needed for highway purposes upon the filing of a petition and declaration of taking and of deposit of the amount of money estimated to be adequate compensation for property taken, etc.
