Relating to authorizing counties on the coast of the Gulf of Mexico having islands within their boundaries susceptible of development for recreational purposes to issue bonds for the construction of roads on such islands, secured by a pledge of tolls to be charged for the use thereof and further by the levy of a tax; providing a severability clause.
