Relating to levying an annual tax of Ten Dollars ($10.00) against all persons, firms, partnerships, associations and corporations furnishing supplies, material and labor to the State or any of its agencies and institutions upon a competitive basis as provided by the laws of this State, authorizing the Comptroller of Public Accounts to collect such tax and to prescribe forms; providing a penalty for delinquency.
