Relating to amending certain Statutes by requiring that county and Independent school district taxes on prison lands be paid out of the General Revenue Fund; making prison lands subject to county taxes only, and providing a method for their payment of of prison farm operations only, and providing that no debt shall be created against the General Revenue of the State in case of failure to pay taxes.
