Relating to providing for the creation of county-wide independent school districts in Counties having populations of not less than thirteen thousand, five hundred (13,500), according to the last preceding Federal Census, having no common school districts and no county line school districts, and having more than one (1) and not more than four (4) independent school districts or independent and consolidated independent school districts and having an assessed valuation of not less than Twenty Million Dollars ($20,000,000).
