Relating to authorizing the Board of Insurance Commissioners to make, approve or promulgate premium rating plans designed to encourage the prevention of accidents which may be on an optional basis to apply prospectively or retrospectively and may include premium discount plans, retrospective rating plans or other premium rating plans, retrospective rating plans or other premium rating plans, systems, or formulas for Motor Vehicle, Workmen's Compensation and other liens of Casualty Insurance.
