Relating to authorizing the Texas Highway Department to enter into written agreements with owners of lands adjoining or abutting lands obtained by the State for the construction or improvement of highways, which would authorize such abutting or adjoining owners to use and cultivate portions of the right of way as may not be required by the Department for immediate use.
