Relating to relinquishing and granting unto the Port District known as the Port of Beaumont Navigation District of Jefferson County, Texas, the title to the bed and channel of the Neches River in the Port of Beaumont, a part of which has been abandoned by reason of the relocation of the bed or channel of said Neches River.
