Relating to prescribing the liability of owners of dogs; authorizing persons bitten or injured by dogs to recover damages from the owner or owners thereof under certain circumstances; making it unlawful to own, harbor or have in custody any dog that bites, injures or attacks a person lawfully upon the property of the scene of the injury.
