Proposing an amendment to Section 9 of Article III of the Constitution of Texas to provide for the assembling of the House of Representatives at the Capitol on the second Tuesday in December of each two years following the general election in November; providing for the submission to the qualified electors; and for the necessary proclamation by the Governor.
