Relating to fixing the minimum compensation to be paid to county attorneys in all counties of this State in which counties there is no district attorney and in which counties the county attorney performs the duties of district attorneys, at a sum not less than the minimum provided by law for district attorneys; repealing all laws in conflict herewith to the extent of such conflict only.
