Relating to providing procedure by summary sale for enforcement and foreclosure of tax liens on real property by the State, county, cities, towns, districts and all other subdivisions of government with taxing power, eliminating the necessity of foreclosure of tax liens by suits in courts; appealing all laws in conflict; providing that if any part of this law be held unconstitutional, then the remaining shall be unaffected.
