Relating to amending a previous Act, so as to grant to Navigation Districts ownership of and exclusive control and jurisdiction over all waters of man-made and artificial channels constructed by or with the aid of such Navigation Districts and subject to the ordinary flow and underflow and tides of the Gulf of Mexico and bays and arms of such Gulf of Mexico; repealing all laws or parts of laws in conflict herewith.
