Relating to providing that it shall be unlawful for any member of the governing board of any state agency created under Section 59, Article XVI, to receive any compensation from any such agency for any purpose whatsoever except the per diem and expenses allowed by the Act creating such agency; providing penalties for the violation hereof; repealing all laws and parts of laws in conflict herewith.
