Relating to appropriating a certain amount to reimburse the growers and producers of cotton for expenses incurred during the years from 1933 through 1938 by reason of the establishment by the state of Texas of certain regulations relative to the spread of the pink boll weevil; and to pay the expenses of the Compensation Claim Board in carrying out the provisions of this Act.
