Relating to amending a certain Article of the Revised Civil Statutes relating to defenses against claims or assessments for taxes; adding provisions whereby taxpayers may defend against attack or have reviewed assessments for ad valorem taxes relating to real or personal property on the grounds that such assessments are arbitrary or discriminatory.
