Relating to promoting and making practical the conservation and timely utilization of the natural resources of the State, and to promote the civic, agricultural, forestry, industrial, and all other commercial industries and the general welfare of the citizens of this State, by creating a governmental agency to be known as the State Planning and Industrial Development Commission.
