Relating to repealing certain Act empowering the Racing Commission to license the racing of horses, and re-enacting certain Article of the Penal Code of the State of Texas, prohibiting the buying and selling of pools or receiving or making bets on horse racing and providing a penalty for its violation, fixing the time of taking effect of this Act.
